September 8, 2017 - Legislative Interim

We are now in the interim—that period between two sessions of the legislature—a good time to do an assessment of the impending threats and the status of our defenses.  If history is to serve as a teacher we can surely anticipate that some legislator or some group working with a legislator will once again mount another attack on the LEOFF 1 pension plan.  Our task is to see that any attack is unsuccessful.

Merger Update January 2017

The infamous TRS 1/LEOFF 1 merger study was completed by the SCPP in December and submitted to the legislature on January 9th.  There has not been much in the way of public discussion of the issue since that time.

Select Committee Pension Policy - 12/13/2016

The Select Committee on Pension Policy will meet on Tuesday, December 13th, 10:00 a.m. – 2:15 p.m., House Hearing Room A, Olympia.  The final version of the TRS 1/LEOFF 1 Merger Study will be presented at this meeting..

We hope to see everyone at the SCPP meeting on Tuesday.

Select Committee Pension Policy Report - 10/18/2016
The Select Committee on Pension Policy met on Tuesday, October 18, 2016.  On the Agenda was an update of TRS 1/LEOFF 1 Merger Study.  As with most of these updates there was little new information.  The exception for this meeting is that the first legal review of the merger proposal from the Attorney General’s Office was presented and the Actuary’s Office provided an updated version of the Fiscal Note for SB 6668.

Sept 21 2016 - LEOFF 2 Board Report
There was nothing new on the merger issue except that Steve Nelson of the LEOFF 2 Board did a complete and detailed discussion of the issues. He really demonstrated how complicated the matter is. I would urge everyone to carefully read his presentation documents.  Steve discusses the nature and structure of the LEOFF plan as well as its history.  While we see a few items in his report differently it is still a well written and informative document that will provide the reader will a good understanding of how the system works, how it has been attacked and where it stands today.

Sept 20 2016 - SCPP Meeting Report
September 20th was supposed to be a day when some of the merger study report would be revealed.  Alas, it was not to be. Rather it was just a rehash of the study results with no answers to any of the over 1400 questions posed to the committee.  It is becoming increasingly clear that this study of the LEOFF 1/TRS 1 merger will severely lacking.  So far the Select Committee has received no information on which to base any kind of report.  They just know there are lots of questions.

Sept 6 2016 - RFFOW Report
Director’s Roy Orlando, Jim Adsley, Curt Vandver, Vice President Jim Fossos and myself attended a roundtable discussion in Olympia regarding the pension merger ESB 6668. The meeting was chaired by Senator Steve Conway, the Chairman of the Select Committee on Pension Policy. Senator Barbara Bailey was on the phone but co other Select Committee members were present.

Sept 5, 2016 - LEOFF 1 Roundtable Meeting #2 Report
On Tuesday, August 30, 2019 the 2nd Roundtable Meeting on the proposed TRS 1/LEOFF 1 merger was held in Olympia. Like the first Roundtable it was disappointing. Of the over 1,400 questions put to the committee, none have been answered.  None of the bill supporters took part in the meeting and we, the stakeholders, are still left in the dark.

Sept 5, 2016 - LEOFF 1 Roundtable Meeting #2 Report
Ice Miller is a law firm located in Chicago with offices in several cities.  The firm serves as counsel to the State of Washington primarily on tax issues.  Whenever the state is concerned about potential tax issues in legislation they normally engage Ice Miller to conduct a review.  As such they serve as an acting attorney general.  Because of this their opinions are normally held to be confidential and are not made available to the citizens of the state.  Once in a while that confidentiality is broken and we get a look at their advice.

Sept 3, 2016 - LEOFF 1 Roundtable Meeting #2 Report
The second roundtable meeting for the TRS 1/LEOFF 1 merger study was conducted on August 30th in Olympia.  About thirty folks attended this meeting including seven RSPOA members.  As with the first meeting, this too was no particularly useful or productive.

August 12, 2016 - Merger Round Table - A failure?

There has been a lot of discussion about the LEOFF 1/TRS 1 merger study.  The Select Committee has even gone so far as to establish a series of Round Table Discussions about the issues involved.  The idea behind this approach was to give the stakeholders an opportunity to discuss the bill and its implications in depth.  Ideally we would be able to get clear and truthful answers from the committee staffs, legislators and the actuary.

July 26, 2016 - LEOFF 1/TRS1 Round Table

The first round table discussion on the merger will be on Wednesday July 27th 2016 at 2pm, after the LEOFF II board meeting. The meeting will be in the state investment board conference room located at 2100 Evergreen Parkway Drive SW in Olympia.
